The legal framework for care provision is in transition across the world.

While in Belgium, care homes are partly funded by public authorities, in Turkey, new legislation means that current homes will have to reduce their occupancy considerably or reconfigure buildings to segregate patients with different disabilities.

In Chile, the Ministry of Health regulates the industry and requires that each home should have a nurse and a technical director in the house and also specifies minimum staffing ratios.
